Serves as the finance manager and performs expert-level professional and managerial work in planning, directing, implementing, and evaluating the financial operations of SPRWS. Develops strategic financial plans and conducts rate evaluations to ensure strong financial health of the utility to minimize debt burden and maintain bond rating at current or improved levels. Lead the development of the annual budget including funding for the estimated $250 million plant project and provide oversite of grant funded projects including American Rescue Plan and Public Facilities Authority funding for the Lead Free SPRWS Program.

Perform advanced level managerial and administrative work assisting the division manager in the operations of a division of SPRWS. Act as assistant to division manager, serves as acting division manager when necessary. Provide day-to-day operations, leadership, and direction of staff within the assigned portion of the division. Establish and initiate projects, and schedule construction projects and preventative maintenance for SPRWS equipment and infrastructure assets. Monitor capital and operating budgets and reconcile expenses; assists and contribute to budget development within division. Serve as a technical consultant on complex projects, consult and advise on moderately complex matters, and resolve urgent critical issues. Review high complexity and high risk matters with division manager. Prioritize, assign, and review work of staff. Participate and make recommendations for interviewing, hiring, and promoting staff. Ensure compliance with federal, state, and local laws, rules, regulations, and standards applicable to the division.


A Bachelor's Degree in Engineering, Business Administration, Public Administration, Environmental Science, Urban Planning, Construction Management, Business Management, Economics, or a closely related field and six years of project management, planning, or budget experience. Must have two years of increasingly responsible supervisory or managerial experience. No substitution for a Bachelor’s Degree.  

For the Distribution, Production, and Engineering Divisions, the applicant must possess a Class "C" Water System Operator's Certificate, issued by the State of Minnesota, within three years of appointment.  

Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out of state driver's license.
